Education and seminars

The Forum conducts educational and training activities aimed at deepening knowledge about the relationship between law, economics, and public policy. We organize seminars, workshops, and expert meetings devoted to analyzing current issues in the following areas:

  • public economic law,

  • public aid and principles of competitive neutrality,

  • circular economy and environmental regulations,

  • European Union law and the functioning of the internal market.

Our goal is to create a space for dialogue between science, administration, and business – so that regulatory and legislative decisions can be based on knowledge and facts.

The Forum is organizing a series of scientific and practical seminars, conducted in collaboration with universities, industry organizations, and European institutions. The seminars will serve as the basis for the publication of reports and recommendations in key areas of economic and regulatory policy.

Seminar: Competitive Neutrality in the Circular Economy Act

The seminar will analyze the principles of competitive neutrality in the context of the new Circular Economy Act, which is expected to become one of the pillars of the EU's economic transformation.

The aim of the meeting is to discuss how the proposed regulations on extended producer responsibility (EPR), reuse of raw materials, and waste management can impact the balance between the public and private sectors.

The seminar will include a discussion on key issues:

  • how to ensure compliance of national circular economy models with the principles of competitive neutrality under EU law,

  • what mechanisms of the Circular Economy Act introduce new obligations and opportunities for market entities,

  • whether the proposed legal framework promotes competition and innovation or leads to excessive centralization of systems,

  • what should be the role of public administration and municipal companies in achieving circular economy goals without violating the principles of equal access to the market.

The meeting is aimed at representatives of government, industry organizations, businesses, and academia. The aim of the discussion is to identify the potential impact of the Circular Economy Act on the Polish and European markets and to develop recommendations for national and EU decision-makers.

The conclusions from the seminar will be used to prepare a report and a policy brief as part of the European Circular Policy Dialogues series run by the Forum.
